Regarding Romans 13 I would like to add that the martyrs of the early church interpreted this passage as meaning that, when called before the magistrate, they owed them an explanation.

This is exactly right.
Polycarp read the obligation to the magistrate as an obligation to witness — to show up and answer truthfully — not to comply.
He owed Publius an explanation. He did not owe him a recantation.
They rendered unto Caesar what was Caesar's: their presence, their words, their account.
They withheld what was not his.
